In Part 11, we discussed important points when Japanese employee work overseas. Now we will examine the management points such as "visa issuance and length of stay".

Tax obligation is incurred in China when the staying period exceeds 183 days.

If you think that you can stay for a long period of time since work visa was issued, there are some pitfalls that you wouldn't expect. In China, when the staying date exceeds 183 days, tax obligation to the Chinese government occurs.

Japanese key persons may have to return to Japan to avoid the tax payment, and they may not be able to participate in important meetings and negotiation at crucial time.

Domestic projects do not need to manage the length of stay, but for China-based projects, length of stay is an essential management matter.

Recently, the quality of video conference has improved, so it may not be impossible for key persons to attend the meeting from their own location, but this is an item that should be held down.

In case you want the development staffs to stay in Japan, be careful with the visa related matters.

In some cases, members from overseas companies are invited to come to Japan. Again, issuance of working visa should be firmly scheduled.

This is particularly difficult when the development member from China stay in Japan. They may be need to re-enter Japan after departing Japan once due to the visa matters. In such case, careful schedule management is important to prevent all the key personnels from being absent at once.

In addition, in order to compensate for the development resources of staff departing the country, it is also necessary to assign personnels with setting aside a little extra member. For example, if the development period is six months and 30-man-months in size, using simple calculation, five people can be assigned. However, considering visa matters, it is better to assign around eight people.

TThis is not only limited to China. When inviting engineers from overseas to the country that system is implemented or region or Japan, depending on the relationship between the country or region, it may take several months to obtain visas and to travel to Japan, or they may not be able to re-enter Japan once leaving the country. Therefore, it is necessary to pay sufficient attention to resource assignment and to take over work.
